M\u00e1s respetuoso con el medio ambiente que el antiguo fuel dom\u00e9stico, cumple normas de calidad m\u00e1s estrictas. Desde hace varios a\u00f1os, su uso se rige por una normativa cada vez m\u00e1s precisa, sobre todo para limitar el fraude y garantizar un mejor control de su almacenamiento y transporte.  <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Desde <\/span><b>julio de 2024<\/b><span style=\"font-weight: 400;\">se han introducido nuevas normas para la fiscalidad del GNR, en particular la aplicaci\u00f3n de un <\/span><b>tipo reducido del impuesto especial<\/b><span style=\"font-weight: 400;\">  en determinadas condiciones. Estos cambios repercuten directamente en los distribuidores, los usuarios y los servicios aduaneros encargados de comprobar el cumplimiento de las obligaciones. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">En este art\u00edculo repasaremos todos los puntos clave de la normativa sobre GNV: definiciones, normas de almacenamiento, equipos autorizados, obligaciones de control y consejos pr\u00e1cticos para cumplirla.<\/span><\/p>\n<\/div><div class=\"fusion-title title fusion-title-1 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left\" style=\"margin:0;\"><h2><b>\u00bfQu\u00e9 es el RNG?<\/b><\/h2><\/h1><\/div><div class=\"fusion-title title fusion-title-2 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left\" style=\"margin:0;\"><h3><b>Definici\u00f3n y principales usos<\/b><\/h3><\/h1><\/div><div class=\"fusion-text fusion-text-2\"><p><span style=\"font-weight: 400;\">En <\/span><b>GNR (gas\u00f3leo no de carretera)<\/b><span style=\"font-weight: 400;\">  es un combustible especialmente dise\u00f1ado para su uso en maquinaria que no utiliza carreteras abiertas al tr\u00e1fico p\u00fablico. M\u00e1s limpio que el antiguo gas\u00f3leo de calefacci\u00f3n, contiene menos compuestos contaminantes y cumple las estrictas normas europeas. padding: 10px;\">Tipo reducido (sujeto a condiciones)<\/td>\n<td style=\"border: 1px solid #000; padding: 10px;\">Rojo claro\/rosa<\/td>\n<td style=\"border: 1px solid #000; padding: 10px;\">Prohibido para veh\u00edculos de carretera, regulado por aduanas<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><span style=\"font-weight: 400;\">Por tanto, el GNR est\u00e1 a medio camino entre el gas\u00f3leo de carretera y el gas\u00f3leo de calefacci\u00f3n dom\u00e9stica: es fiscalmente ventajoso gracias a su tipo reducido <\/span><b>tarifa reducida<\/b><span style=\"font-weight: 400;\">Sin embargo, su uso se limita estrictamente a aplicaciones espec\u00edficas (agricultura, silvicultura, construcci\u00f3n y obras p\u00fablicas, navegaci\u00f3n).<\/span><\/p>\n<\/div><div class=\"fusion-title title fusion-title-4 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left\" style=\"margin:0;\"><h2><b>Marco normativo actual para los VGN<\/b><\/h2><\/h1><\/div><div class=\"fusion-title title fusion-title-5 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left\" style=\"margin:0;\"><h3><b>Evoluci\u00f3n reciente (impuestos especiales, fiscalidad y usos desde 2024)<\/b><\/h3><\/h1><\/div><div class=\"fusion-text fusion-text-4\"><p><span style=\"font-weight: 400;\">En <\/span><b>1 de julio de 2024<\/b><span style=\"font-weight: 400;\">La fiscalidad del gas\u00f3leo no de carretera ha cambiado para simplificar la gesti\u00f3n a los operadores. El GNR destinado a   <\/span><b>uso agr\u00edcola o forestal<\/b><span style=\"font-weight: 400;\"> ahora puede despacharse a consumo directo a un tipo reducido del impuesto especial <\/span><b>tipo reducido del impuesto especial de 3,86 euros\/hl<\/b><span style=\"font-weight: 400;\">sin que el usuario tenga que pagar el impuesto por adelantado.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span> <span style=\"font-weight: 400;\"> Para ello, el operador debe presentar un <\/span><b>certificado de admisibilidad<\/b><span style=\"font-weight: 400;\">  a su distribuidor. Sin este documento, el combustible se factura a la tarifa est\u00e1ndar. El objetivo de estas nuevas normas es limitar las diferencias en el flujo de caja y normalizar la aplicaci\u00f3n de la normativa.  <\/span><\/p>\n<p><b>Para recordar:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Tipo reducido para RNG agr\u00edcola\/silv\u00edcola : <\/span><b>3,86 \u20ac\/hl<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">En vigor desde el : <\/span><b>1 de julio de 2024<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Condici\u00f3n: <b>certificado obligatorio<\/b> para el usuario.<\/li>\n<\/ul>\n<\/div><div class=\"fusion-title title fusion-title-6 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left\" style=\"margin:0;\"><h3><b>Obligaciones legales de distribuidores y usuarios<\/b><\/h3><\/h1><\/div><div class=\"fusion-text fusion-text-5\"><p><span style=\"font-weight: 400;\">La normativa impone obligaciones estrictas para garantizar la trazabilidad del GNR:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Aportar prueba de <\/span><b>prueba de transferencia<\/b><span style=\"font-weight: 400;\"> (factura, albar\u00e1n, ticket) especificando la naturaleza, cantidad e identidad del cedente y del cesionario.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Mant\u00e9n <\/span><b>registros contables<\/b><span style=\"font-weight: 400;\"> de los vol\u00famenes recibidos y vendidos, por establecimiento.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Enviar a <\/span><b>aduanas<\/b><span style=\"font-weight: 400;\"> un informe trimestral comparando las existencias te\u00f3ricas y f\u00edsicas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Conserva los justificantes y registros hasta <b>el 31 de diciembre del 3\u1d49 a\u00f1o<\/b> siguiente a su creaci\u00f3n.<\/span><\/li>\n<\/ul>\n<\/div><div class=\"fusion-title title fusion-title-7 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left\" style=\"margin:0;\"><h3><b>Sanciones por incumplimiento<\/b><\/h3><\/h1><\/div><div class=\"fusion-text fusion-text-6\"><p><span style=\"font-weight: 400;\">Si no se cumplen estas obligaciones, los riesgos son considerables:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Multas aduaneras<\/b><span style=\"font-weight: 400;\"> por falta de justificantes o registro incompleto.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Imposici\u00f3n autom\u00e1tica<\/b><span style=\"font-weight: 400;\"> al tipo \u00edntegro en caso de utilizaci\u00f3n fraudulenta del RNG.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Suspensi\u00f3n de la autorizaci\u00f3n<\/b><span style=\"font-weight: 400;\"> para un distribuidor reincidente.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Ejemplo de la vida real: en los controles aduaneros, ya se ha sancionado a operadores por utilizar GNR en veh\u00edculos de carretera, con lo que se ha facturado la diferencia de impuestos, adem\u00e1s de las sanciones correspondientes.<\/span><\/p>\n<\/div><div class=\"fusion-title title fusion-title-8 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left\" style=\"margin:0;\"><h2><b>Normas y almacenamiento de GNR<\/b><\/h2><\/h1><\/div><div class=\"fusion-title title fusion-title-9 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left\" style=\"margin:0;\"><h3><b>Normas t\u00e9cnicas aplicables a las cisternas (NF, EN, etc.)<\/b><\/h3><\/h1><\/div><div class=\"fusion-text fusion-text-7\"><p><span style=\"font-weight: 400;\">El almacenamiento de GNR se rige por una serie de normas francesas y europeas, que definen los requisitos t\u00e9cnicos seg\u00fan el material y el dise\u00f1o de los tanques:<\/span><\/p>\n<table style=\"border-collapse: collapse; Los riesgos medioambientales (fugas, contaminaci\u00f3n del suelo) requieren una vigilancia especial. <\/span><\/p>\n<p><b>Consejos pr\u00e1cticos:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Limpia los dep\u00f3sitos con regularidad para evitar los dep\u00f3sitos.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Controla la humedad y la condensaci\u00f3n para limitar la formaci\u00f3n de bacterias.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Establece un <\/span><b>plan de emergencia<\/b><span style=\"font-weight: 400;\"> en caso de fuga o contaminaci\u00f3n accidental.<\/span><\/li>\n<\/ul>\n<p><span
