Deze brandstof is milieuvriendelijker dan de oude stookolie en voldoet aan strengere kwaliteitsnormen. Sinds enkele jaren is het gebruik ervan onderworpen aan steeds preciezere regels, met name om fraude te beperken en een beter toezicht op de opslag en het transport te garanderen. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sinds <\/span><b>juli 2024<\/b><span style=\"font-weight: 400;\">zijn er nieuwe regels ingevoerd voor de belasting van RNG, met name de toepassing van een <\/span><b>verlaagd accijnstarief<\/b><span style=\"font-weight: 400;\"> onder bepaalde voorwaarden. Deze brandstof is schoner dan de oude stookolie, bevat minder vervuilende stoffen en voldoet aan strenge Europese normen. NRD bedoeld voor <\/span><b>gebruik in land- of bosbouw<\/b><span style=\"font-weight: 400;\"> kan nu worden vrijgegeven voor directe consumptie tegen het verlaagde <\/span><b>verlaagde accijnstarief van \u20ac3,86\/hl<\/b><span style=\"font-weight: 400;\">zonder dat de gebruiker de volledige belasting vooraf hoeft te betalen.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span> <span style=\"font-weight: 400;\"> Om hiervoor in aanmerking te komen, moet de exploitant een <\/span><b>certificaat van geschiktheid<\/b><span style=\"font-weight: 400;\"> aan zijn distributeur. Zonder dit document wordt brandstof gefactureerd tegen het standaardtarief. Deze nieuwe regels zijn bedoeld om afwijkingen in de cashflow te beperken en de toepassing van regels te standaardiseren. <\/span><\/p>\n<p><b>Om te onthouden:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Gereduceerd tarief voor land-\/bosbouw-NRD : <\/span><b>3,86 \u20ac\/hl<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ge\u00efmplementeerd sinds : <\/span><b>1 juli 2024<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Voorwaarde: <b>verplichte certificering<\/b> voor de gebruiker.<\/li>\n<\/ul>\n<\/div><div class=\"fusion-title title fusion-title-6 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left\" style=\"margin:0;\"><h3><b>Wettelijke verplichtingen van distributeurs en gebruikers<\/b><\/h3><\/h1><\/div><div class=\"fusion-text fusion-text-5\"><p><span style=\"font-weight: 400;\">De regelgeving legt strikte verplichtingen op om de traceerbaarheid van NRD te garanderen:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Lever <\/span><b>bewijs van overdracht<\/b><span style=\"font-weight: 400;\"> (factuur, leveringsbon, ticket) met vermelding van aard, hoeveelheid, identiteit van overdrager en overnemer.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">bijhouden <\/span><b>boekhouding<\/b><span style=\"font-weight: 400;\"> van ontvangen en verkochte volumes, per faciliteit.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Verzenden naar <\/span><b>douane<\/b><span style=\"font-weight: 400;\"> een kwartaaloverzicht waarin de theoretische en fysieke voorraden worden vergeleken.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Bewaar bonnetjes en registers tot <b>31 december van het 3\u1d49 jaar<\/b> na de oprichting.<\/span><\/li>\n<\/ul>\n<\/div><div class=\"fusion-title title fusion-title-7 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left\" style=\"margin:0;\"><h3><b>Sancties voor niet-naleving<\/b><\/h3><\/h1><\/div><div class=\"fusion-text fusion-text-6\"><p><span style=\"font-weight: 400;\">Het niet naleven van deze verplichtingen brengt grote risico&#8217;s met zich mee:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Douaneboetes<\/b><span style=\"font-weight: 400;\"> voor het ontbreken van bewijsstukken of een onvolledig register.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Automatische belasting<\/b><span style=\"font-weight: 400;\"> tegen het volle tarief bij frauduleus gebruik van RNG.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Schorsing van de erkenning<\/b><span style=\"font-weight: 400;\"> voor een distributeur die recidiveert.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Voorbeeld uit de praktijk: tijdens douanecontroles zijn operators al bestraft voor het gebruik van NRD in wegvoertuigen, wat resulteerde in de facturering van het belastingverschil, samen met boetes.<\/span><\/p>\n<\/div><div class=\"fusion-title title fusion-title-8 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left\" style=\"margin:0;\"><h2><b>Normen en opslag van RNG<\/b><\/h2><\/h1><\/div><div class=\"fusion-title title fusion-title-9 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left\" style=\"margin:0;\"><h3><b>Technische normen die van toepassing zijn op tanks (NF, EN, enz.)<\/b><\/h3><\/h1><\/div><div class=\"fusion-text fusion-text-7\"><p><span style=\"font-weight: 400;\">De opslag van NRD wordt geregeld door verschillende Franse en Europese normen, die de technische vereisten defini\u00ebren op basis van het materiaal en het ontwerp van de tanks:<\/span><\/p>\n<table style=\"border-collapse: collapse; Milieurisico&#8217;s (lekken, bodemverontreiniging) vereisen bijzondere waakzaamheid. <\/span><\/p>\n<p><b>Praktische tips:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reinig tanks regelmatig om afzettingen te voorkomen.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Controleer vochtigheid en condensatie om bacteriegroei te beperken.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Stel een <\/span><b>noodplan<\/b><span style=\"font-weight: 400;\"> in geval van lekkage of accidentele vervuiling.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Deze best practices garanderen brandstofkwaliteit en naleving
